Laurel Thather Ulrich in 1976 wrote an article about Puritan funeral services which included the statement, "well-behaved women seldom make history". The quote became very popular in its original form and also in the modified form of "Well Behaved Women RARELY Make History". Ulrich in 2007 also wrote a book called "Well-Behaved Women Seldom Make History"
Thanks very much to fellow Etsy user "Allison" for information regarding the source of the quote.
